EU Legislative Proposals and Policy Instruments

FLYING WHALES’ activities are relevant to the European Commission proposal COM(2023) 440 final, “Greening Freight Transport”, in particular as regards the development of multimodal freight efficiency frameworks, CO₂ accounting methodologies, and the integration of innovative low-emission transport modes. The ongoing revision of Regulation (EU) 2024/1679 on the Trans-European Transport Network (TEN-T) is a key focus, notably in relation to multimodal freight corridors, logistics nodes, and the potential inclusion of innovative air-based freight infrastructure within the European transport network, including for dual-use and military mobility purposes. Additional relevant legislative and policy instruments include Regulation (EU) 2023/2405 (ReFuelEU Aviation), Regulation (EU) 2023/1804 (AFIR), and Regulation (EU) 2024/1735 (Net-Zero Industry Act), as well as the Clean Industrial Deal (COM(2024) 62 final), the European Defence Industrial Strategy (COM(2024) 150 final), and the Joint Communication on Military Mobility 2.0. The Clean Aviation Joint Undertaking (Council Regulation (EU) 2021/2085) is also relevant in the context of advanced low-emission aviation technologies. EU funding frameworks, including the Connecting Europe Facility (Regulation (EU) 2021/1153), Horizon Europe (Regulation (EU) 2021/695), and the Innovation Fund (Directive 2003/87/EC), are key instruments supporting the deployment and scaling of related technologies.
